your excellency prime minister ardern,
dear colleagues,
it's a pleasure to meet you all. first of all, i want to thank prime minister ardern and the government of new zealand for their hard work on this meeting. the theme of this meeting, "promoting post-covid-19 economic recovery and achieving common prosperity for the people of the asia-pacific and future generations", is highly relevant.
this year marks the 30th anniversary of china's accession to apec. over the past 30 years, china has deepened reform and opened wider to the outside world, and asia-pacific economic cooperation has continued to expand. as the most dynamic and promising region in the world, the asia-pacific has always been at the forefront of world economic development and made positive contribution to world economic growth and the well-being of people in the region.
last year, building on the initial achievement of the bogor goals, we adopted the putrajaya vision 2040, reaffirming our original aspiration to benefit the people of the asia-pacific and setting forth the goal of building an asia-pacific community that is open, dynamic, resilient and peaceful. this year, we worked together on a vision implementation plan. we need to implement the 2040 vision and build an asia-pacific community of shared future featuring open, inclusive, innovative growth, connectivity and win-win cooperation. focus on the following things.
first, we need to promote anti-epidemic cooperation and economic recovery. at present, the covid-19 situation is still grim, and the world economy is struggling to recover in a fragile state. overcoming the epidemic at an early date and restoring economic growth are the most important tasks for asia-pacific members. xi called for a scientific response to the epidemic, deepening international cooperation, promoting vaccine research and development, production and equitable distribution, ensuring the accessibility and affordability of vaccines in developing countries, and bridging the "immunization gap". china announced that it would provide 2 billion doses of vaccines for the whole year. so far, it has provided more than 1.7 billion doses, including free donations to more than 110 countries. not long ago, i represented china in putting forward the global vaccine cooperation initiative at the 16th g20 summit. china has pledged to provide us $3 billion in the next three years to support developing countries in their fight against covid-19 and recovery of economic and social development. china welcomes apec's initiative to facilitate the flow of key goods and safe movement of people, and will continue to provide support to the covid-19 response and economic recovery sub-fund to help all apec members recover and grow their economies.
second, build an open economy in the asia-pacific. openness is the lifeblood of asia-pacific cooperation. we should adhere to open regionalism, advance regional economic integration under the guidance of the 2040 vision, and build a high-quality free trade area of the asia-pacific at an early date. we should practice true multilateralism, uphold dialogue rather than confrontation, inclusiveness rather than exclusion, and integration rather than decoupling, and firmly uphold the multilateral trading system with the wto at its core. china supports the implementation of the apec enhanced structural reform agenda and the service sector competitiveness roadmap. we look forward to the regional comprehensive economic partnership (rcep) entering into force as scheduled next year, and have applied to join the comprehensive and progressive trans-pacific partnership (rcep).
third, promote innovative growth and the development of the digital economy. innovation is an important driving force for world development. we need to stay committed to innovation-driven development, ignite the new engine of the digital economy, and bring the benefits of digital technologies to more people in the asia-pacific region. we should implement the apec internet and digital economy roadmap in a comprehensive and balanced way, and foster an open, fair, just and non-discriminatory environment for innovation and productivity development. we should strengthen digital infrastructure construction, speed up digital transformation, bridge the "digital divide" and promote all-round development of the digital economy. china has put forward the initiative to promote connectivity in the digital era and supports international cooperation in the digital economy. china has applied to join the digital economy partnership agreement.
fourth, we need to achieve inclusive and sustainable development. we should uphold harmony between man and nature, actively respond to climate change, promote green and low-carbon transformation, and build a community of life on earth. china will strive to achieve carbon peak by 2030 and carbon neutral by 2060, and support developing countries in developing green and low-carbon energy. china is ready to work with other countries concerned to promote high-quality belt and road cooperation. we need to fully implement the un 2030 agenda for sustainable development and ensure that the fruits of development benefit people of all countries in a more equitable manner. last september, i proposed the global development initiative at the un general assembly. it aims to move global development to a new stage of balanced, coordinated and inclusive development, and is of great significance to promoting sustainable development in the asia-pacific region. economic and technical cooperation is an important area of apec cooperation. we should increase input to ensure that developing members benefit from it and inject new impetus to the development and prosperity of the asia-pacific region.
dear colleagues,
this year marks the 100th anniversary of the founding of the communist party of china. to enable the 1.4 billion chinese people to live a better life and promote peace and development of mankind is an unswerving goal of the cpc. china has embarked on a new journey to fully build a modern socialist country. china will unswervingly open wider to the outside world and share its development opportunities with the rest of the world and other asia-pacific members.
there is a maori saying in new zealand: "success is never achieved by the individual, but by the group." china is ready to work with other asia-pacific members to build an asia-pacific community with a shared future and open a new chapter in asia-pacific economic cooperation.
