deepening the reform of party and state institutions is an important measure to implement the spirit of the party's 20th national congress, and a centralized deployment to modernize the country's governance system and governance capacity. we will continue to reform party and state institutions in order to ensure that the party's leadership in socialist modernization is more scientific in its institutional setup, more optimized in its allocation of functions, more complete in its institutional mechanisms, and more efficient in its operation and management. the reform of party and state institutions is a complex systematic project, which cannot be accomplished overnight or once and for all. we need to constantly adjust and optimize the functional system of party and state institutions in light of new missions and tasks, new strategic arrangements, and new work needs, so that they can better meet the needs of the development of the cause of the party and state.
this institutional reform is being promoted on the basis of the systematic and holistic restructuring of the functions of the party and state institutions since the third plenary session of the 19th cpc central committee, and is also being studied and planned in the context of the strategic plans made by the 20th cpc national congress for the development of the cause of the party and the state in the next five years or even longer. we must adhere to the general principle of seeking progress while maintaining stability, meet the requirements of promoting the overall five-pronged plan and the four-pronged comprehensive strategy in a coordinated manner, and foster a new development pattern and promote high-quality development. we must be problem-oriented and coordinate the bodies of the cpc central committee, the npc, the state council and the cppcc national committee, as well as the central and local governments. make full use of all favorable conditions, take full account of various risks and challenges, and firmly promote the adjustment of institutional responsibilities in some key areas.
since the 18th cpc national congress, an important purpose of deepening the reform of party and state institutions has been to uphold and strengthen the party's overall leadership, and to implement the strengthening of the party's overall leadership in all fields, aspects and links from the perspective of institutional responsibilities. in this institutional reform, we have set up new cpc central committee organs for decision-making, deliberation and coordination, established new cpc central committee functional departments and offices, and set up new cpc central committee dispatched organs in important areas to build on our strengths, strengthen our weaknesses, and strengthen the centralized and unified leadership of the cpc central committee over major work. functional departments, administrative organs and dispatched organs of the cpc central committee should take the lead in upholding the centralized and unified leadership of the cpc central committee, taking the lead in implementing the party's line, principles and policies, and strengthening coordination and cooperation based on their responsibilities to better play their roles.
at the same time, we have made reasonable designs and arrangements for the establishment of institutions and the allocation of responsibilities in the financial management system, the scientific and technological management system, the social management system, the data management system, the intellectual property management system, the working system for hong kong and macao, the working system for agriculture, rural areas and farmers, and the working system for the elderly. these adjustments are proposed solutions based on an analysis of the deep-seated contradictions and problems we face. in the next step, the key is to standard the responsibilities and tasks assigned by the party central committee, effectively change functions, change methods, change style, and efficiently perform their duties and responsibilities.
all regions and departments should consciously think and act in the overall situation, ensure that the implementation of the institutional reform plan is not discounted, not deformed, not out of shape, especially in strict accordance with the institutional reform plan to formulate and implement the "three" provisions of the department. the "three ordinances" are the basic basis for intra-party regulations and departments to perform their duties, and the power lies with the party central committee. after the "three fixed" provisions are approved by the party central committee, the department shall strictly perform its duties and carry out its work in accordance with this, and take a high level of performance ability and high-quality work performance as an important standard for testing the effectiveness of institutional reform.
it is very important to do a good job in the organization and implementation of institutional reform. we will continue to make good use of our valuable experience in upholding the party's overall leadership over institutional reform, ensuring that institutional functions are optimized, coordinated and efficient, that the central and local governments play a single game, that reform is unified with the rule of law, and that ideological and political work is carried out throughout the whole process of reform. we will carry out institutional reform in an organized, methodical and disciplined manner.
first, we must increase the intensity of unification. under the leadership of the standing committee of the political bureau of the cpc central committee, the commission for deepening overall reform of the cpc central committee will take the lead, strengthen overall planning and coordination, and set up a coordination mechanism. the cpc central committee, the national people's congress, the state council, and the cppcc national committee are responsible for the implementation of institutional reform, and the reform of local institutions is under the unified leadership of provincial party committees. the leading comrades in charge of the cpc central committee and the state council are the first responsible persons for the institutional reform work in their respective areas of responsibility, and they should take the lead in implementing the decision-making and deployment of the cpc central committee, jointly study and refine the implementation plan with the leading groups of the reform-related departments in charge, and do a good job in key links such as mobilization and deployment, heart-to-heart talks, transfer and formation, and function adjustment. the general office of the cpc central committee, the organization department of the cpc central committee, the editorial office of the cpc central committee, the general office of the state council and other departments should also coordinate relevant work according to their respective responsibilities.
second, we must maintain a stable tone. this institutional reform involves more departments and more profound issues, and we need to plan ahead. the leading team of the newly formed department should be equipped in place as soon as possible, familiarize itself with the responsibility positioning and task requirements of the department as soon as possible, and pay close attention to the establishment of institutions, matching personnel, and centralized office in accordance with the order stipulated in the "three sets" first, to ensure a smooth transition, orderly transfer, and seamless connection. for reform tasks that involve a wide range of areas and are complicated, we must carefully study and formulate special reform plans on the basis of the top-level design made by the party central committee, refine relevant policies and measures, and organize their implementation after submitting them for approval in accordance with procedures. the reform of central and local institutions should be coordinated and carried out in an orderly manner. the reform tasks at the central level will be completed by the end of 2023, and the reform tasks at the local level will be completed by the end of 2024.
third, we must do human work well. it is necessary to guide party members and cadres to speak politically, take into account the overall situation, observe rules, correctly handle the adjustment of the pattern of interests and personal setbacks, actively support reform, consciously obey organizational arrangements, and ensure that the mind is not confused, the work is continuous, the team is not scattered, and the energy is not reduced.
fourthly, strict discipline should be enforced. departments involved in institutional changes and adjustment of responsibilities must consciously obey the overall situation, ensure that their institutions, responsibilities and personnel are adjusted in a timely manner as required, and do not allow slack and delay, still less allow flexibility to make choices. it is strictly prohibited for the competent departments at higher levels to interfere with the establishment and staffing of lower-level institutions, it is strictly prohibited to promote cadres by surprise, and financial discipline is strictly enforced to prevent the loss of state-owned assets. it is necessary to strengthen supervision and accountability for discipline enforcement, seriously investigate and punish violations of discipline and regulations in the work of institutional reform, and seriously hold relevant personnel accountable.
fifth, we must be based on the law. in order to promote institutional reform on the track of the rule of law, if it is necessary to enact, amend or repeal laws, the responsible units should take the initiative to link up with the legislative bodies. the legislative bodies should coordinate and do a good job in the relevant legislation, reform, repeal and release.
in addition to the reform plan for party and state institutions deliberated at this plenary session, the cpc central committee also studied and deployed the optimization and adjustment of the relevant deliberation and coordination bodies of the cpc central committee and the state council, which should be implemented and implemented in one body.
